Cosmic String
This is a "perimeter of effect" DoT spell. Wraps a shrinking band around units in an area which constricts them and deals damage. Flexible in application.

Approved. Just one (very minor) leak in function Trig_cast_Actions. If the spell id is not the correct one, you return before nulling the caster variable.
