How performance intensive is this system when trees are dying left and right? Will this system trap units, or will it check to see if there are no units nearby?

EDIT: Is there a simple way for Jass illiterates to make the trees not regrow if units are in range x?

There is no real need for the true boolean expression here (or the required library), since you can just put the "is tree" filter in a boolean expression.

Collapse JASS:
    //if IsDestructableTree(GetEnumDestructable()) then
        call TriggerRegisterDeathEvent(Trigger, GetEnumDestructable())
    //endif

...
    private function IsTree takes nothing returns boolean
        return IsDestructableTree(GetFilterDestructable())
    endfunction
...

    //call EnumDestructablesInRect(bj_mapInitialPlayableArea, BOOLEXPR_TRUE, function Enum)
    call EnumDestructablesInRect(GetWorldBounds(), Filter(function IsTree), function Enum)

If the boolean expression is completely necessary, why not put some use to it to and avoid unnecessary stuff (even though return true probably isn't that dangerous).
